In 1967, a young Pakistani scholar published a monograph in the editorial pages of a monthly journal that would become, in Dr. Israr Ahmad's own later estimation, the founding manifesto of a movement. His proposed remedy is neither political agitation nor renewed legal codification but a sustained, rigorous academic movement: one capable of engaging Western philosophy on its own intellectual terrain, retrieving the metaphysical seriousness of classical Kalam, and forming a cadre of scholars whose faith is reasoned, examined, and inwardly lived rather than merely inherited. The monograph closes with a concrete institutional proposal—the establishment of a Qur'an Academy—that Ahmad would go on to pursue through the founding of Markazi Anjuman Khuddam-ul-Qur'an in Lahore.
